Budget balance in 2010, Europe

With the exception of Norway, all European governments were surviving on borrowed money. Here are their budget deficit as percent of their GDP in 2010. From The Economist, February 10th 2011.

Luxembourg -2.4, Estonia -1.5, Switzerland -1.3, Switzerland -0.3,

Norway +9.4.
